WHAT IS THE DIFFERENCE BETWEEN THE MINISTRY OF EDUCATION (MOE) AND THE GHANA EDUCATION SERVICE (GES)?

The Ministry of Education (MOE) is a department of the government responsible for the formulation of all educational policies from the basic to the tertiary level. It is headed by a political appointee known as the Minister and supported by an administrative head called the Chief Director.

The Ghana Education Service (GES) is an agency under the MOE responsible for the implementation of educational policies of the Ministry relating to pre-tertiary level. The GES is headed by a Director-General, who in most cases, is a public servant.

Again, the MOE provides resources required by the agencies under it to implement their policies and the GES in turn distributes such resources to its outlets.

WHAT IS FCUBE? IN YOUR OWN ASSESSMENT HOW FAR HAS FCUBE ACHIEVED ITS OBJECTIVE?

FCUBE means Free Compulsory Universal Basic Education. It is a comprehensive programme put in place in 1995 and designed to provide good quality education for all children of school going age in Ghana at the Basic Education level and that by 2015 they should all have been in school. The main objectives are improving on quality teaching and learning, efficiency and effectiveness of management performance, and ensuring increased access and participation in education.

The success of the FCUBE can be assessed under the following headings: how free, compulsory, universal and accessible its implementation has been.

In terms of Basic Education being free a lot has been achieved- tuition free, fee free, free textbooks, free uniform to some needy children and school feeding programme in some selected KG and Primary Schools. The financial burden on parents is heavily reduced with the implementation of the policy.

In terms of ensuring that all children of school going age should be in school the enforcement level is not the best since we still have school going children being engaged in child labour during school hours and no parent has been taken to court for prosecution.

In terms of universality much has been achieved since there has been equal opportunity for all children irrespective of gender, tribe, religion and location with particular reference to gender balance (girl child education.)

In terms of access to basic education, the increased number of pupils in the schools speaks for itself.

The implementation however has had its related challenges because of some interventions which have led to increased enrolment and therefore putting pressure on government to release more resources to cater for the increased enrolment.

WHAT IS THE CORE DUTY OF THE GHANA EDUCATION SERVICE?

The core duty of the Ghana Education Service is to implement educational policies of the

MOE to ensure that all children of school going age receive quality formal education and training without discrimination.

In so doing the GES recruits, posts and helps to upgrade personnel’s capacity for the teaching and supporting services, distributes available resources equitably to facilitate teaching, learning and management, see to the welfare of personnel by promoting upgrading them and paying their legitimate benefits like salaries and other allowances, monitoring and supervising activities of personnel within the service to ensure effective teaching and learning and judicious use of resources, compiling data for effective planning and giving feedback to the GES Council and the MOE on its performance.
