WHAT IS DEOC? WHAT ARE ITS FUNCTIONS AND COMPOSITION?
DEOC means District Education Oversight Committee. The DEOC is a regulatory body so far as educational delivery at the basic level is concerned in a district. It takes its authority from Education Act 2008, Act 778.
The DEOC is to ensure that:

The schools under it are provided with infrastructure – classrooms, toilet facilities, canteens, furniture, etc,

Appropriate teachers are at post and discharge their duties as required,

School environments are of high standard,

The District Directorate supplies its schools with adequate and relevant textbooks and other teaching and learning materials,

The complaints of the staff, pupils and parents of the schools are handled timely and fairly

There is discipline in the schools among both teachers and pupils.
The membership of the DEOC includes the District Chief Executive as Chairman, the District Director of Education as Secretary, the District Director of Health Services, the District Social Welfare Officer, the District Inspector of Schools (AD, Supervision), the Chairman of the District Assembly Sub-committee for Education, one representative of the SMC’s, one representative of the PTA’s, one representative of GNAT, one representative of the Association of Private Schools, one representative of the MMDA being a woman, one woman within the MMDA with social development background, one representative of the traditional rulers in the district, one representative of the Christian Council and one representative of the Muslim Community.

WHAT IS SMC, ITS FUNCTIONS AND COMPOSITION?
SMC means School Management Committee. It is established to ensure the implementation of the policies of a school but not to encroach upon the authority and responsibilities of the head of a school. It acts like the Board of Governors of a 2nd Cycle School.
The functions of the SMC include the following:

To ensure that there are good sanitary conditions and safe structures in the school and reporting to the appropriate authority any defects.

To assist in ensuring that discipline prevails in the school in respect of teachers and pupils with particular reference to absenteeism, lateness and other actions that militate against general discipline.

To take part in school durbars where matters concerning the school are discussed.
-
To assist in improving upon the teacher retention in the school especially in the rural
areas by helping to provide basic amenities like accommodation.

To furnish the Director – General of GES, through the District Director of Education, with any information, returns and accounts on the school as requested.
SMC MEMBERSHIP
The membership of the SMC includes the following:

The District Director or his representative as an ex-officio member,

Headteacher/Headmaster of the School,

PTA’s representative,
-
Old students representative,
-
Unit Committee member,

Representative of the Chief,

A teacher each from the Primary and Junior High School,

A representative of the District Assembly (Assemblyman) and

A member of the Education Unit where the school is affiliated to a religious body.

WHAT ARE THE FUNCTIONS OF A BOARD OF GOVERNORS OF A 2ND CYCLE INSTITUTION AND WHAT IS ITS COMPOSITION?
The Board of Governors of an institution shall control the general policy of the institution, ensure the good administration of the funds of the institution and ensure good discipline among staff and students.
In the exercise of its powers and functions the Board shall assist the Head of the institution to discharge his duties but shall not encroach upon the authority and responsibility of the Head.
The Board shall ensure that the premises of the institution are kept in a sanitary and Structurally safe condition and generally in a good state of repair.
In performing its functions, the Board at its meetings discusses the Head’s situational report, audit reports of the school, the budget of the school and gives approval, and also gives approval for the undertaking of major projects in the school by management, P.T.A. or old students. It again organizes speech and prize giving days of the school.
To account for its stewardship the Board submits to the Minister for Education through the Director-General an annual report covering all aspects of activities in the school including accounts on revenue and expenditure.

The membership of a Board of Governors includes the following:

WHY WAS CAPITATION GRANT INTRODUCED AND IN WHAT AREAS IS IT USED?
Capitation Grant was introduced to relieve parents of the burden of paying levies to cover areas like sports, culture, maintenance etc. at the basic education level. Even though some districts were approving levies as low as 50p per term most parents could not pay such levies to enable their children go to school, hence the government’s intervention in 2005 to step up enrolment drive.
The Capitation Grant is utilized in the following areas: sports, culture, provision of basic teaching and learning materials, minor repairs, general school management including payment for T & T, sanitation and stationery, and in-service training.

WHAT HAVE BEEN THE EFFECTS OF THE INTRODUCTION OF THE CAPITATION GRANT? WHAT HAVE BEEN THE MAJOR CHALLENGES TO ITS INTRODUCTION?
Generally, there has been accelerated increase in enrolment and relieved parents of their financial burdens, helped to reduce drop-out rate in schools and helped to bridge the gap between rural and urban schools.
Capitation Grant has brought about the need for more teachers, more classrooms, more furniture, need for more teaching and learning materials and more money to pay for the grants.
The late release of grants to the Districts make them financially handicapped and therefore affects the planned activities of the Districts and Schools and this affects the morale of teachers.
